Q: I am a 28 waist will xs fit?

I think so. They are quite big - not slim fitting but my son has a 30 waist and he had the small - I’d say xs would be fine

Q: What size is 38 inch waist and what would the inside leg be please?

Fit is small so if you are a 38-40 get the next size up length is OK I’m 5’10 but short length are sometimes available
