Will this affect other pets? Can it easily be turned off when I put them outside?

You can set the sensor to 0 to turn it off. Or point the device away from where you pet is.

Will this harm any other animals?

No, the ultrasonic noise is a deterrent designed to drive cats away from the area.

How quickly should the repeller become effective?

If cats have a habit of feeding and fouling in your garden, it can take 14-28 days to deliver the full deterrent effect. 'Occasional' visitors will usually be stopped within 7 days.
