This one is not like proper base. This product dry your nails and make them sticky, so then gel or vanish is on your nails longer. I was using this product couple of times but it's just ok, not like super great. I think that you can buy better one for the same money.

Can you use this product when adding a plastic tip to the nail?

Yes you can. You put it on before you apply any base coat or gel as I believe it helps the base coat or gel coat to bond to the nail. I use this myself.
