Are both sides conductive? In the last two weeks, I had to return 3 copper tape that claimed to be double sided but they weren't.Can somebody confirm

It is a copper foil with an adhesive layer on one side. I checked both sides with a resistance meter and the non-adhesive side is conductive but the adhesive side isn’t. I think it has a double sided clear adhesive film and not just a layer of adhesive.

Can this stick to cloth bags or just metal/wood/ceramic?

Can I use this on soil to stop slugs eating my plants in a raised bed?

No you need something solid to stick it to so I put the tape around the top edge of the raised plant bed to stop the slugs finding their way to the plants. I cut the tape in half widthways so you get a thinner strip but it goes a long way. I also did this around the top of pots, either on the lip of the rim or half way down and along the circumference. I hope this helps
