Q: Can i used an induction plate on this? (A steel adapter plate for non-induction pans) They get pretty hot

I would say yes I leave mine on the stove top all the time. I use it under all pots an pans and cast iron. I haven't used one of those plates but isnt it just like the bottom of a compatible pan? I would say yes

Q: In one of the images it says to use only when cooking by power settings. What does this mean?

This silicone induction mat will distribute the heat evenly, instead of insulating the heat. Meanwhile, this mat will protect the induction from scratches, it has non slip surface for safe cooking and has non stick surface for easy cleaning.

Yes, they can be cut to size without affecting their effectiveness, but I believe you would be better off simply buying ones that are the same shapes and sizes as your burners. I clinked on the link in your question, and it took me to square protector mats. The induction burners on our stove are round, in three sizes, and we simply bought round protector mats in the same sizes as our burners.
