Ok... this should be easy but i can't figure out how to use these... is there a tool to help set them?

They should slide onto a U-Shaped area on the framework (metal) or plastic paneling of the vehicle and snap in to the opposing side once both sides metal and plastic and put together and the holes line up. Hope that helps..
