This is a single channel "servo". The sequence is RELAY1_ON-BOTH_OFF-RELAY2_ON, correlating to received signal range: MIN-CENTER-MAX. In other words, you cannot turn on both relays at the same time. Another issue (or a safety feature), is that on startup, the device does not operate at all until the TX moves to CENTER for a second or two. So depending on what controls your TX has mapped, this may be a manual step on each startup.
