Sure does. Comes with two magnetic usb-c charging pins. One is in a bag and the second one is in the stand itself. Took me a few days to realize it was there lol. Overall I’m pleased. It charges my controllers pretty damn fast to be honest.

Yes, theres no rechargeable pack that comes with the stand.

Can it charge with the lights off for overnight charging in a bedroom?

Yes it can. A press of the button changes the light mode. Holding the button turns the light on/off
