No, these particular pants do not have the small pocket inside the cargo pocket...however, there is a pistol magazine pocket on the left side above the cargo pocket that may suffice depending on which type of mobile you have.

Do they have anti slip on the inside of the waist band to help keep your shirt tucked in?

Not that I have seen, but the elastic kinda helps.
