Q: Can I attach the jumper cable clamp from GB40 to this?

To use GBC009, disconnect the GB40's clamp cable and connect the GB40 directly to the eyelet cable. The adapter is not used with the GB40.

Q: What is the difference between gbc007 and gbc009

The GBC007 adapter is for connecting to select NOCO battery charger/maintainer models. The GBC009 adapter is for connecting to SAE battery chargers.

Q: Will this connect to my noco genius 15000?

I am not certain and in looking around, I still can't answer for certain, but my guess is no, the specs on the GC004 show it is not compatible with the 15000. The 15000 must use in some ways, similar, but does not use the GC004. That is my best,sincere answer.

Q: Does it come with a cover to protect the connector?

The cable comes with a cover that supposed to cover the exposed terminals, which frankly to say it doesn't stays covered - a design fault.
