Will this push 2 12 subs 1600 watts and 4 6X9

No, you'll need another amp or two for your subs depending on how you want to wire everything up. This amp will output max 600 watts RMS. I run this for my speakers, and use a separate amp for my sub (1 12 at 1200 watts RMS)

will this amp be okay if placed under a seat?

Yes I'm actually having it under my seat and it's working just fine , also it's very small for the performance which is really good
