Yes, the Vivado software included in Xilinx's free webpack which programs the Cmod A7 can create a clock in the FPGA.

It has a 12Mhz crystal on the board, this can drive the MMCM (mixed mode clock module) and/or logic blocks to derive any clock you like. There are some restrictions on how it can be setup because of the low speed on the source clock, specifically related to directly using PLLs, it really not much to deal with.
