I'm a 32 and I ordered the medium and the large, the medium was tight, the large was a good fit.

Liner is not removable, I do love these though. It is true the the liner is longer than the shorts, but I only use for the gym and running. I guess you could see the liner up,

Yes, I think the pants run small; however, making the "spandex" a few inches longer might help.

Q: shorts good for skinny legs? hows the leg opening fitted or loose?

The inside is spandex, so it’s good for skinny legs, but the outside fits small and snug. It’s not baggy, more of a strait opening
