After some brief research it would appear that that these pads will work on the Bissell Spinwave 21359. If not, Amazon is great with returns.

Do these pads attach with a Velcro type backing??

They do not have a Velcro backing they are practically identical to the original mop pads

how do you clean the pads to get them white again?

They will never be real white I just throw in washing machine with non chlorine bleach and call it good.
