Turn it into backpack?

There is a way to adjust the depth of the pocket the tank fits into and there are long straps that may work to put arms through. I'm not sure if there is enough strapping to fit around a body to hold it steady. I never needed to try to wear it myself. I worked great on the wheelchair.

Will this work on a power chair?

I can use it on the back of my power chair.

Will this fit on the back of a 24 inch wide wheelchair?

Yes it will but can cause weight balance issues depending on the way to the person it will make it very back heavy and could watch a small person into the air.

what are the actual dimensions of the bag? The "package" dimensions are given but not the product dimensions

The dimensions are of no consequence. The bag holds the oxygen tanks which are all a standard diameter
