23".. there are elastic straps pinned to make it smaller or you could just remove them.

Does it come in an box or bag?

It comes in a bag, it was pretty flat! I had to make a cut on the inside and put some extra stuffing inside to make it stand/sit up straight and nice.. I liked the look and the material it was made of, but it was flat and wouldn’t sit up straight where it could be seen properly.
