Can this be used for replacing elodrive "ant-35c1u" ?

It's hard to say for sure but I don't think the motor is powerful enough. The shaft on my round damper isn't difficult to turn, making this damper motor ideal. Not sure how you would attach it unless the handle is removable. Even if this were the case, I think this product is too wide and would interfere.

What is the circular black nema-1 piece of plastic that looks like it can be turned with a screwdriver? Just used to open the plastic enclosure?

HI that is a 0/1 reversing switch, switch it and the motor turns the other direction. This is one feature that makes this motor so versatile.

I bought two of these from RetroZone but didn't get the self tapping screws. What size are they?

Sorry to here that, the self tapping screws only hold the bracket on and frankly you can use whatever size works. the ones that come with the kit are no.8 x 1/2 inch self tappers, but any type will work as long as they are not so long as to interfere with the blade movement inside the damper.

Will this unit work with a honeywell hz311 truezone panel?

I believe it works with both 2 and 3 wire, much better that junky Honeywell damper motors, I would reach out to vendor to make sure it is compatible with your system.
