I am size 16 (and sometimes 18) and found XL to be perfectly comfy. Not sure if that helps, but I totally recommend these.

Q: I weigh 265lbs and have a large belly will these cover my stomach or will it hang out the bottom of the legs?

I also have a big belly and these panties fit perfect and run true to size. I have no trouble with them riding up or rolling down. I weigh 239. I did weigh 357.

no, just a wide comfortable band

Q: What size should I order if I wear size 13

Medium. I wear size 10-12, and usually a size 6 underpants. I ordered medium and they fit well.
