can these be printed on using a laser printer?

I'm sure you can print on acetate. The problem is the thickness which could jam in the printer and acetate is stiffer than say photo paper. Depending on your printer it may be possible to feed the acetate in a separate feed and help it through by pushing it slightly by hand.

Can I cut these with a cricut?

Yes this can be cut using a Cricut, I cut it using the cricut maker

Would this work well for a helmet visor on a cosplay/costume?

I think you would probably need something slightly thicker for that - these sheets are pretty much paper thin. They’re good, but not visor good.
