I guess it depends on whether you prefer your underwear to be slightly tight or slightly loose. I have a 35" waist and the L fits perfectly.

My husband is about a 35” waist and he ordered the large. He’s fuller in the bottom and thighs, so that fit well, and the waist isn’t loose. I guess you’ll have to decide based on your body type
