No, although it can be folded like the regular Razor scooters, unfortunately the handle bar is NOT adjustable.

Would this be appropriate for an 18 month old who is approximately 32" tall?

I agree with others size and weight is ok, it is coordination that one needs along with a helmet and elbow pads. This is much like skating. So how would your 18 month do skating? Or you could say it is like a skate board with a handle.
