I know what kind of hand towels you're thinking of and this tray is not big enough to hold them. It's definitely smaller than it looks but it will hold a pump hand soap and a small bottle of dish soap.

Q: Is it dishwasher safe?

It ought to be, but I gave it as a gift and so never had occasion to wash it. Soap and water should be enough to get it clean. There should be no need for a dishwasher.
