The "product description" says the ink is permanent and solvent based. However "features & details" says water based. Which is correct?

Ok, I just double checked this. It is a 60% water based ink, but it is permanent and water does not remove it. We just verified with testing.

How long does this last?

We bought it a year ago. With cap on, lasts. We just used it again ast week. As for what you've written, unless it suffers wear and tear, it lasts. Stuff penned last year still shows.

Does it come with a uv light? Once you have written on paper or other surface how long does the message last?

No Uv light. Stays on paper or surface as long as you don't wash it off.
