Q: After 2 years of use the software it’s charging me for make a cut? Is this ok? What did I did wrong?

I make my own .svgs. I have this printer and I do not pay anything.

Q: Can you use it with HP chrome book ?

Not compatible with Chrome books.

Q: Do I have to print my designs from a separate printer To make stickers, then use this machine to cut it? Or does it print and cut ?

It cuts and prints. It's main function is cutting out the design. It comes with a black pen but you can purchase other colors. It does not print in the way you are thinking like an ink jet or laser jet prints. I highly recommend watching as many introductory videos on YouTube first. I thought I was going to make all kinds of things using it but have not used it much. I wish I had not purchased. I found most of the crafts I wanted to make like transfers, etc, we're easier to do on a printer. It really depends what you will be making. I did not even open the box and hook it up for a year! I found later, this was common with many others as well. I think Vricut should provide more information about the capabilities of the equipment. Your question is a perfect example how these things are unclear. Wishing you well.
