No, it is not stiff, holds knots well and there is low to no stretch with this rope. I use it on my sailboat.

"Heavy rain year round"?? Where do you live? The Dacron rope holds up in wet conditions, but you should also consider the possibilities of mold.

Would this be appropriate to restring my Corinthian Bells wind chime?

this ripe holds up very well to the suns UV. I use it for guy lines for my ham antenna tower and it has been doing great for three years now. I have used the same type of rope of smaller diameter for my smaller wind chimes.
