I just bought this charger. it will not charge. i followed the instructions on the user manual but don’t know what i am wrong. please help.

You must put your plug in the adapter and plug into the wall. Then take the usb-c adapter and plug into battery to charge it from the wall.

Can this power something like a common household vacuum for up to 20 minutes? Has anyone used this for household appliances?

Yes I have it runs a house hold fan on high for 30 mins so might work for a vacuum but if the vacuum draws to much power it will shut off to protect itself

How long will it take to fully charge this power bank?

Not sure exactly I didn't time it but it's partly charged when you get it

When using the AC outlet, the charger turns off on its own after just a couple of minutes. Why is this happening and is there a way to prevent this?

Most likely defective. This happen to me. I contacted the seller and was sent a replacement immediately. No problem with the replacement so far, and it has been several months since I received it.
