You need servo motors to control using pwm. You can use L293D driver, which accepts pwm input and delivers H-bridge output you can connect these motors to. Then it should work just fine. And if I burn one up not a huge loss. Have a decent amount of torque for their size. Windings are 4 ohms so current draw is low. bought a batch from another vendor and those were 1 ohms. Works as a good generator so once power is removed your can short its connections to bring them to a quick stop. Got what I expected for the price.
