High quality stainless steel should withstand Seattle rains.

Design inhibits screws from going in straight but I don't see any other way to do it. Diagonal piece blocks screwdriver so mounting screw has to be installed at an angle.

This is the third set of these type shelf mount brackets I've used. (outdoor applications) The are very well fabricated and function perfectly. FYI Mount them to the bottom of shelves first, making sure they are perfectly square with the shelf material. Then open the brackets, position shelf level and mark holes on wall.
