Are these s3 safety rated?

Yes they can be considered a S3 safety boots! Just keep in mind that for the boots to be waterproof you need to use periodically mink oil !

What size is it around the calf please?

Don't know what the actual size is,I have quite big calfs and when I wear them at work I can comfortably tuck my trousers leg inside the boot,I am normally a uk size 6,I bought a 6.5,I amthe able to wear my boots with a set of gel heel insoles.the only other thing I would say about these boots is their awkward to get on,just find your own technique they are very comfortable, hope this was helpful.
