This item has a 7" diameter. The larger dimension is for the actual packaging the item comes in.

They are plastic so I would assume so.

Could the tapes be removed? Thank you.

I haven’t tried to remove it but I’m sure you can . You may need to touch up the area where the tape was

Is it possible to drill a hole in the middle?

I mean, it’s plastic so sure.... you’d need a stud for it to make drilling of the hole affective.
