Q: can i apply this over eye brow pencil ?

Works well over brow powder, too.

Q: Does it have a sheen?

I am not aware that it has a sheen. It primarily works by holding the brown hairs in the desired figuration.

Q: Will this work as Clear Mascara?

It could work as clear mascara. The wand is a bit large for mascara, but I’m sure that it could do the job.

Q: Why is this product so bad? This does absolutely nothing to my eyebrows and I may as well apply water.

I have absolutely same effect! I am not satisfied with this product at all
