Q: Are these meassurements per pannel or for both combined

The top answer is wrong here. The measurement is for each blind in the set of two. It is NOT correct that the measurements are for both panels combined. For example, I purchased a set that was labeled 52 x 54 and received a set of two blinds having that dimension each.

Q: Does it help with traffic noise reduction?

Yes they do reduce noise! I originally bought these curtains when I moved into an apartment on a busy street with a street lamp right outside. The venetian blinds provided with the apartment were not adequate. It was a wide window, so I bought 2 pairs of these curtains (4 panels, sold two panels to a package) -- which allowed them to extend wall to wall (a good 12" beyond the edge of the window) and floor to ceiling (I got the 95" long.) The total width of the fabric was about double the width of the wall I wanted to cover. GREAT SOLUTION! They are noise reducing, not noise cancelling, but it was the difference between poor night's sleep and a good night's sleep. If you don't allow enough fabric to extend beyond all 4 sides of the window, you will get light and noise leaking in around the edges. So be careful to measure your window and then order as many panels as you need. THE ONE DRAWBACK is that I have never successfully gotten rid of every wrinkle, even after steaming while hanging and even after sending to a cleaners for pressing. They are not bad wrinkles, but are visible. I NOW USE these curtains in another house, and instead of one wide window covered by 4 panels, they cover 2 normal rectangle windows on different walls of a corner room. They have held up well over several years (mine are white) and I am ordering additional curtains for other bedrooms.

Q: Has anyone noticed a significant difference in the reduced heat in your home? I have the sun east to west with no shade. I hoping this can help.

We are on a lake with a Western Exposure. I have not checked temp wise, but when the sun comes in I pull the drapes and there is absolutely a difference in temp and light. The sun can be shining directly through the window but be dark if I fully pull the curtains.
