Q: how many ounces is # 2?

Considering my morning mug is 8 ounces and I fill up the cone about twice to brew coffee, I'd say 4 or so ounces.

Q: Are these made in China and is there any assurance they do not have lead in them or other toxic substances?

probably made in china. Couldn't find sticker that was on the bottom when it arrived but I recall the box and it seemed to be typical of chinese boxes. They are solid white and from my understanding the lead problem is a concern with colored items but I doubt whether there is any assurance that anything made in China is guaranteed to meet US safety standards. These are well made and heavy but if in doubt look for another.

Q: Would you get the # 2 or # 4 to brew individual cups? Is the #4 better for a carafe?

Well I'm not sure how much coffee these other people are using to make a single cup but a #4 is what is used in 10-to-12-cup drip coffee makers, so #2 is definitely adequate if you are just making a single cup, although the #4 will work for a single cup or a carafe. I will say that a #4 porcelain filter holder is a bit big and heavy to sit on a small cup.
