Are the tires air or hard plastic? Some reviews say air, some say hard foam.

Radio flyer makes two versions of this balance bike, one with air tires and one with foam tires. This is the listing for the one with air tires. However Amazon sent me the wrong one the first time. In my opinion the air tires are much nicer - they give more traction and a smother ride, especially if it will be used on uneven road. The foam tires and okay because they don't need upkeep but they are slippy (definitely not good for indoor use) and get rocks and things embedded in them easily.

Petite 3yr. old, 7"bike is too small, 12"bike is way too big. Would this bike be @ 10" for her?

It would be perfect. I have a 3 1/2 boy who rides it like crazy. It's a great bike.

How big the package is? Can I keep it in standard luggage?

I don't have the exact dimensions of the box, but it would not fit in any standard luggage. The box is longer than standard suitcases.

What is the height of the seat at its lowest position?

Well, I am not sure about it...
