Why does it have be compatable with a call if it has a seperate power source?

It does not necessarily have to be compatible with a call, it just makes it nice to start and stop it from the remote that comes with the ICOtec 350 caller. It does work as a stand alone decoy, I personally wanted to have the option of turning it off with my caller remote.

Does the decoy move in conjuction with the sound from the ICOtec 350?

No it runs 5 seconds then pauses for 3 seconds and so on

I have the 300 model.. if I attach this to it will my decoy button on my remote turn it off and on?

If you have a GEN2 GC300 then yes. The original GC300 does not have a decoy or aux button on the remote.
