Q: Does this lid have a gasket in it to make an air tight seal?

Gasket, yes; air tight, I doubt it. The lid is flexible and the seal is decent, but not very strong. A soft spongy material.

Q: will this fit any 5 gallon plastic paint bucket?

It will fit. I bought two to put on 5 gallon bucket feeders because squirrels chewed into plastic lids. They tight to clasp but work.
