We have not tested the ICE cooler with this case.

I need to add a usb hat to my pi, does this allow access of the usb cables?

not really you would have to do a lot of cutting to get the hat interfaces out of the case, bet bet is to use a usb hub for your purposes, usb 3.1 for raspberry pi 4, usb 2.0 for others, i would recommend a powered hub
