Q: Is it water resistant?

It's not. I made a sticker to apply to my phone case and got a few droplets on it and the artwork smeared.

Q: How visible is it in normal light?

Its a yellowy green color ... I only printed black but the glow is a slightly bluer green that is vibrant...the glow is beautiful
