Are these plug and play or am i gonna need to cut a wire or two for the led?

These are plug and play for the low beam/high beam/turn signal bulbs. For the LED's you will only have to use a crimp connector (which is provided) to crimp the power/ground wires for the LED's to a power/ground wire source (your headlight wire). These crimp connectors make it possible to connect the wires without having to splice or cut any wires.

Is this left and right side?

Both sides. Although my drivers side led strip went out after 4 months.
