no, but you could get a 12volt power source fairly easy to operate the jack.

If I’m forced to change a flat in the middle of nowhere and it’s pouring rain with this hold up in the rain

rain should have no effect on the jack, but you probably will get wet.

How long does it take to release from max height to min height?

From max height it only takes a few seconds to collapse, changed my 2 boat trainer tires in less than ten minutes with this and the help of the my power socket tool.
