It has Lanolin which is basically a natural wax found in sheep wool/skin. Lanolin is the standard treatment for protecting and preserving leather.

Is it ok to use it with synthetic leather?

Yes, it works fine with non-leather coverings too.

Is this product silicone or water based?

I am not sure but I do not think it is water based.
