Q: Does it come with the hardware to install?

Yes, although the hardware was minimal. I had to get a few longer stainless bolts to get through the transom and also added some stainless fender washers for peace of mind. Generally an easy installation and good product though.

Q: Whats the distance from platform mount and top mount

The brackets and platform need to be exactly as ordered. The ladder could be changed to a 1 rung ladder.Walter

Q: With the platform being 18" wide does the bracket go the full 18". I only have @ 15" accessible for a through bolts and backer panel

I don't think it will work. There is a brace at each end of the platform. They should have a through transom nut and bolt.
