My pvc sewer pipe threaded access point is leaking. will using this seal off the access point indefinitely or still allow access?

It won't glue it tight but seal the threads from leaking! You can unscrew it off and on anytime but might need to add some off n on! Good stuff!

Would this be good to utilize on an oil drain plug before reinstalling during automotive oil changes?

I wouldn't recommend that. This has bits of Teflon and they could get into the oil filter and clog it. Drain plugs are designed to have a gasket and not seal at the threads. I would search for a new drain plug on Amazon for your car.

How to revive old dried out slic-tite, is it water soluble?

No ingredients list. Does not specify anything besides containing PTFE. SDS mentions only titanium dioxide. OK for potable water.
