are these good for bleeding fish and how easy are the shears to clean?

They should be good for bleeding, I mainly use it to cut up bait. For cleaning when you open them up fully you can pop the blades apart for easy cleaning

Yes they come sheath, but it has no belt loop on it

My scissors came apart is this normal ?

Yes they come apart but only when you open them all the way. Probably for cleaning but not when your cutting.
