Q: Is there a way to see the full palette of colors? The photographer just did not understand what he was photographing.

Not sure if you can find this photographed on another art supply site. BTW, the image in the 3rd photograph is not this set. I am sure you will be pleased with the selection at this price. I was.

Q: Would these be good for adult coloring books for backgrounds and do they need to be sprayed when finished so they don't smudge?

I use these for my background in my adult coloring book, there is no tooth for these pastels to grab onto so you only get a very light shading for background. After I color my picture, I add a little of these and it gives me a beautiful pale background that really makes my colored pencil coloring really pop. Of course these are beautiful on toothy paper, nice vibrant colors.

Q: Can you use them with water

Yes, with a brush to emphasize certain areas. Be careful not to let the water drip.
