What are the circles on the sides for?

It is for hanging the decorations on the rearview mirror

Is this suitable to use in my own car for my driving test?

What I found good, was that it gave a clear but not reflective image, which cuts down headlight brightness, from cars behind you. I would say, that I have been driving a long time, so is fine for me. It may not do you well for your driving test. You would probably do better to have a “clear image” rear view mirror, which would improve your rear sight as a beginner
