Why can this not ship to California??

It simply has to do with the "materials used is known to cause cancer" warning label. This must be on the packaging somewhere, and also in the description of this item. A lot of optics are mistakingly "excluded" from shipping to CA because of this. And the listers are clueless as to how to "uncheck" the box that Amazon turns on automagically when listing these items.

Will this fit the Springfield xdm elite osp and what plate do I use?

Springfield uses the SMS footprint (Shield) standard. On my XDS, the SMSc or RMSc (Again Shield) fits best are those are the same width as the slide on that pistol. You will need an adapter for this (holosun) to fit. Holosun uses a MODIFIED SMS However. Which means that if you're willing to grind off the rear two mounting lugs, and lower the height of the front two (grind down) it'll fit on like a glove. WARNING: Check with someone who knows before you do any modification to your slide!!! This worked great for me, but I can not guarantee that you'll have the same results. If you're not experienced at working on pistol slides, I strongly advise you take it to someone who is. I take no responsibility for any of this advice.

Does this sight work with s&w m&p 2.0 ?

You don’t have to mill the slide. There are mounting plates that will use your rear sight dovetail. Look for EGW guns
