It will absolutely work with powered speakers. You can run your left and right main outputs to your powered speakers and your laptop will plug into any of the 1/4" inputs by the proper adaptor

Is the 48v panthom available on all mic inputs or only on some inpuuts?

Phantom power is available on both Mic inputs.
