Q: When the battery goes over voltage does the unit move the power to a lower voltage battery or does it just dissipate the power in the heat sink?

No, it dissipates power from the higher battery.

Q: Can this be used to balance my 24v lithium battery that is made up of 8 x 3.2v series-connected cells?

No. This is for balancing 12v batteries in series that already have their own BMS.

Q: Do connect the 4battery bank with the 4/0 cable (I use 4/0 ) or do you connect with 18 awg wire, which is min. spec. of wire connect battery balancer?

Hi, the 4/0 won't fit in the Battery Balancer's connectors. Also, the current that will flow in it does not justify the use of a 4/0AWG wire. I'd go with Victron's recommendation : 18AWG

Q: Will this protect both the starting (lead acid) and an auxiliary lipo battery. will it protect the alternator?

The Battery Balancer equalizes the state of charge of two series connected 12V batteries, or of several parallel strings of series connected batteries. When the charge voltage of a 24V battery system increases to more than 27V, the Battery Balancer will turn on and compare the voltage over the two series connected batteries. The Battery Balancer will draw a current of up to 1A from the battery (or parallel connected batteries) with the highest voltage. The resulting charge current differential will ensure that all batteries will converge to the same state of charge. If needed, several balancers can be paralleled. A 48V battery bank can be balanced with three Battery Balancers.
