Q: How do you get it on the ring? lol Am I supposed to cut a seam?

There is a slit on the outside of the curve. Slip the RING NOODLE over the back of the ring, then rotate the RING NOODLE so the seam is on the outside. The instructions are on the back of the package including a picture showing how to install them.

Q: I have arthritis so that my rings barely fit over the knuckle, but then spin around when in place. Will this work in a situation such as this?

I answered this Friday, but I guess I didn't answer the arthritis part.... I just have large knuckles, so my knuckles require an 8 size to get over knuckles and then a 7 or 7.5 would be perfect size ring. They work for me. Also another reviewer said that they are easier to put on after the ring is on, I have put both before and after ring is on. I use a little hair conditioner on my finger to help slide the ring over my knuckle and keep the noodles on.

Q: Can someone please tell me if these will fit a ring with a European shank?

The sizes are based on the width of the bottom of the ring. Measurements are given in MM in the listings. Measure the width of the bottom of the ring with the MM side of a ruler and choose the size that is closest. The Mini and Petite sizes provide less ring size reduction.

No, but like anything you have on your finger if you get your hands wet the water will collect under the ring or any ring guard. But, the ring noodle itself can't retain water, it's like a silicone material.
